Excellent post Steve - I have been planning to track down some information on the new IPC 10. Intellogist maintains a wiki page on the topic which needs some additional information on the new version.

We also maintain an ECLA-related wiki page - I don't think it contains the information you mentioned about extending to records from the late 1800s, but it contains some other points about ECLA - for example, the fact that it is applied to some non-patent literature documents that EPO examiners find (although I don't think that this is done very frequently).
